About the Position: This position is with OAA - US Army Headquarters Support Agency - Resource Servcices, Budget Execution Branch located in Fort Belvoir, VA.
Duties
Develop guidelines and a general framework for the formulation of policies, plans, and programs to ensure effective conduct of assigned missions, functions, and operations of the Branch.
Provide management support to the Executive Director on status of funds, budget policy and budgetary impacts, and internal accounting.
Recommend solutions to systems cost control problems to ensure the most effective and timely cost control for the organization
Prepare narrative and statistical evidence and narrative justification in support of budget requests.
Review work completed by subordinates, accepting, amending or rejecting work as appropriate.
Make decisions on work problems presented by subordinates.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- One-year supervisory probationary period may be required. A one-year probationary period is required if the selectee has not previously met this requirement.
- This position is designated as a Key and Mission Position (see additional information below). In accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81.
- THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position designated.

Specialized Experience GS-14: One year of specialized experience which includes Managing budget formulation, presentation, execution, and reporting with integration of cost and/or schedule analysis; formulating, presenting and/or executing budget planning and programming; providing guidance on all phases of the budgetary process to ensure compliance with governmental law and regulatory guidance; and developing and presenting briefings on budget and financial matters to senior level management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
