About the Position: The Army Rapid Capabilities and Critical Technologies Office (RCCTO) will rapidly and efficiently research,develop,prototype, test, evaluate, procure, transition, and/or field critical enabling technologies and capabilities that address near-term and mid-term threats. the RCCTO will produce or acquire material solutions, consistent with the Army's modernization priorities that maximize Soldiers' capabilities to deploy, fight, and win on future battlefields
Duties
Plans and Allocates and oversee Program funds based on an analysis of budget estimates, historical expenditures, projected workload, and
approved funding.
Identifies the need for reprogramming between budget accounts and/or organizations.
Coordinates across the command and with key stakeholders to prepare budget exhibits and defend budget estimates through the annual
budget cycle.
Manages labor (core, matrix and contractor labor), organizational costs (facilities and IT) and leads the development of Support Agreements
from supplying organizations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 25% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Business Financial
Management : Practitioner certification within 60 months as of entrance on duty
- This position requires FM CERTIFICATION LEVEL 3 (FMC03). Selectees must obtain Level 3 certification in the Department of Defense Financial
Management program within 24 months of entrance on duty.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter

Specialized Experience: To qualify based on your experience, your resume must describe at least one year of specialized experience at theNH-03 (GS-13 equivalent) level in the Federal service that includes: 1) Managing budget and financial management functions such as planning,programming, budgeting, cost estimating, accounting, internal controls and financial reporting through a financial management system for a program; 2) Preparing and submitting budgetary schedules and exhibits and a variety of reports covering status of funds, expenses and obligations for a program; and 3) Troubleshooting organizational budget and financial system questions and problems to resolve issues.
This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (NH-03 or GS-13).
