This position is part of the Defense Threat Reduction Agency. The incumbent will be responsible for responsible for the formulation and implementation of assigned DTRA financial programming and manpower management policies and procedures. Review proposed DoD and Office of Management and Budget (OMB) instructions, implements such guidelines, and develops completely new DTRA program/budget and manpower-related instructions tailored to unique Agency requirements.
Duties
As a SUPERVISORY BUDGET ANALYST at the GS-0560-15 some of your typical work assignments may include:
Serve as the Funds Control Chief, responsible for the formulation and implementation of assigned DTRA financial programming and manpower management policies and procedures.
Participate in conferences, meetings, group and individual discussions on program/budget and manpower matters involving highly complex, sensitive, and often controversial issues.
Coordinate the preparation of responses to inquiries by the Office of the Under Secretary of Defense, Comptroller (OUSD(C)) and Congress concerning Agency resources.
Participate in the preparation, defense, presentation, and appeal to OSD on program/budget submissions and decisions.
Develop briefing presentations for delivery by key DTRA officials to higher-level OSD officials and Congressional Staffers regarding financial management policies or budget developments.
Serve as the Agency functional expert in the following major program/activity areas: Budget to Report (B2R), Manage to Budget (MTB), Civilian Pay and Manpower Full-time Equivalent (FTE) Management.
Serve as the Agency technical expert responsible for all phases of DTRA's budget in relation to planning, programming, budgeting, and execution (PPBE).
Prepare technical manpower reports, executive correspondence, results of analytical studies, and briefings involving manpower requirements and coordinates and provides manpower information to OUSD(C).
Participate in developing and maintaining the program/budget structure used in the budget management information systems that forms the framework for the DTRA Future Years Defense Plan (FYDP) as well as the budget and accounting structures.
As supervisor, establishes overall objectives, develops guidance plans and assigns work, makes decisions on work issues, and provides advice to subordinates on strategies, priorities, plans, best practices, general approaches, and methodologies; executes administrative and personnel management responsibilities for accomplishment of assigned mission by promoting sound position management principles and programs, developing work performance standards for subordinates, and providing advice, counsel, and instruction to employees.

- This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program.
- Overtime/compensatory time may be required to accommodate operational needs of the organization.
- Must consent to and pass pre-employment drug testing and be subject to periodic random drug testing thereafter.
- Travel in the performance of temporary assignments may be required up to 25% of the time (CONUS).
Qualifications
You may qualify at the GS-15, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service:
Providing oversight of and support for a full range of budgetary and manpower matters involving highly complex, sensitive, and often controversial issues.
Expert experience of Agency processes and systems used to maintain funds controls.
Expert experience of the Federal Budget Process and the DoD PPBE (Planning, Programming, Budgeting and Execution) system in order to develop long-range (multi-year) budgetary plans to support broad Agency missions.
Expert experience of Congressional, OMB, and DoD budget processes, procedures, and requirements necessary to formulate, justify, and monitor the execution of the Agency's budgets.
Interpret and apply complex legislative, policy, and regulatory decisions to develop budgetary plans, policies, and guidance and to make adjustments to the budget.
Represent the Comptroller's viewpoint in formal meetings and dealings with senior-level Agency managers to discuss and resolve sensitive budgetary matters.

Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
