About the Position: This position is with the United States Army Reserves Command, Office of the Civilian Personnel Management Office, Office of the Director located at Fort Liberty, North Carolina.
Duties
Provide expert civilian personnel management advisory and counsel to the Office of the Chief, Army Reserve (OCAR), human resources officers, and command staff.
Direct Headquarters Civilian Personnel Programs, including management and program analysis, manpower and budget administration, civilian human resources management, and mobilization and contingency plans.
Develop briefings, talking points, executive summaries, and information papers for the Director and senior Army Reserve leadership.
Interpret, develop, and direct the implementation of the Army Reserve civilian and Military Technician personnel program in accordance with laws, regulations and directives.
Monitor the Defense Authorization Bill from deliberation to final signature for legislative or budgetary issues and concerns that will impact the Army Reserve.
Participate as a senior advisor in resource management and strategic planning meetings that affect the function, structure, and staffing of the Army Reserve civilian workforce.
Formulate official written responses to Congress, Professional Staff Members, Department of Defense, and Department of Army regarding Army Reserve statutes, policies, and issues involving civilian personnel management.
Collaborate with representatives from the Department of Defense, Department of Army, Office of Personnel Management, and state and local governments on personnel projects, providing technical expertise and professional judgement.

One year of specialized experience which includes:
Advising management in the areas of Civilian Personnel Management, including position management, classification, staffing, recruitment, labor relations, or management employee relations;
Researching and interpreting civilian personnel laws, regulations, and directives; preparing responses to legislative or executive agency inquiries pertaining to civilian human resources;
Reviewing, writing and updating Command policy; and
Providing input on the effects a change in mission or resources would have on the function, structure, or staffing of the civilian workforce.
This definition of specialized experience is typical work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
