About the Position: This position is with the United States Army Reserve Command, Office of Civilian Personnel Management, Office of the Director located at Fort Liberty, North Carolina.

Duties

Serve as the Director, Civilian Personnel Management Office, United States Army Reserve Command. Advise the Commanding General in establishing and meeting Civilian Human Resources Management (CHRM) goals and objectives. Develop a comprehensive Civilian Human Resources Management (CHRM) program that will guide and govern appropriated fund employees assigned to the command. Direct the development and implementation of civilian human resources management portions of mobilization and contingency plans. Establish plans and policies to ensure accomplishment of the command’s strategic Human Resources (HR) Program goals and objectives. Negotiate for resources and associated funding through the Program Objective Memorandum (POM) process necessary to support MT Program and Civilian pay. Participate in planning stages related to significant changes in mission and management resources to determine effect on functions, structures, and staffing of the civilian work force. Represent the command in the planning and development of CHRM program goals and objectives involving Department of Army, Department of Defense, Office Personnel Management and other executive agencies. Direct program operations through a staff of CHRM senior specialists/action officers at the GS-13/14 levels engaged in the full range of command-level CHRM program operations. Provide staff leadership to the command managers, directors, supervisors and Civilian employees on a wide range of personnel related issues.

Specialized Experience: One year of specialized experience which includes: Ensuring determinations and courses of action concerning major Civilian Personnel Management policies are consistent with laws and regulations governing the administration of the Civilian personnel program. Developing policy and program guidance in all program areas for use throughout the command. Serving as senior advisor to command managers, directors, supervisors and civilian employees on a manpower management and Army well-being issues. Assigning work, setting priorities, advising on program goals and objectives, for assigned staff. Explaining Command views and the far-reaching readiness implications of problems impacting the Civilian and Military Technician workforce. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
