About the Position: This position is with the United States Army Reserve Command, Office of Civilian Personnel Management, Human Capital Branch located at Fort Liberty, North Carolina.
Duties
Serve as Supervisory Human Resources Specialist responsible for planning and directing both short- and long-term operations of the United States Army Reserve (USAR) Full Time Support civilian (FTS) program.
Exercise full program and managerial responsibilities associated with the strategic, technical, and operational aspects of the programs, policies, and procedures of the Division.
Serve as an Army Reserve expert for the civilian personnel administration, encompassing civilian personnel programs affecting both military technicians (MT) and Department of Army Civilians (DAC) assigned to the Army Reserve.
Make independent decisions or authoritative recommendations concerning appropriate actions to be taken on complex or controversial civilian personnel issues.
Establish policies and procedures based on congressional, Department of Army (DA), Department of Defense (DoD) guidance and policy.
Provide guidance, interpretation, training and/or briefings to a variety of audiences from first-line supervisors to senior leaders, on current and proposed policies for MT and DAC programs.
Brief leadership on findings including feedback, follow-up, or required action. Assist in the preparation of replies to inquiries by major commands, members of Congress, or the Department of Defense entities.
Prepare position papers on current and/or proposed legislation, DoD or DA policy, or programs that may impact Army Reserve Human Resources programs/policies.
Review end product of subordinates supervised for completion, adequacy, and quality.

Specialized Experience: One year of specialized experience which includes expert knowledge of two or more Civilian Human Resources (CHR) programs in order to provide staff-level advice Command-wide in the development of solutions to complex problems for program or policy improvement and to advise the Army Reserve on best course of action, and to provide expert technical advice and assistance to program managers and operating HR offices. This includes providing leadership for a (CHR) team or project or managing work involving one or more CHR function(s), i.e., staffing/recruitment, position management/classification, labor relations/management and/or employee relations; developing and/or interpreting CHR regulations, policies, and/or initiatives and applying analytical/evaluative techniques to determine the extent of compliance with existing CHR policies and procedures; advising stakeholders and management, through reports and briefings, on CHR regulations, policies, and procedures.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
