About the Position: This position is with the United States Army Reserve Command, Office of Civilian Personnel Management Office, Office of the Director, located at Fort Liberty, North Carolina.

Duties

Responsible for developing, planning and directing innovative strategic and operational short and long term programs with subordinates in assigned branch. Develop civilian personnel manning strategy to support force structure organizational changes. Ensure determinations and decisions concerning major Civilian Personnel Management policies and courses of action are consistent with laws and regulations governing the administration of the civilian personnel program. Direct teams that conduct comprehensive analyses of resources, to support Civilian Personnel Management Office mission. Review findings of special studies, test programs and reports to develop Army Reserve policies. Implement changes in mission and management resources for functions, structures, and staffing of the civilian workforce based on the results of analytical studies. Evaluate and adjust human resources procedures to ensure maximum efficiency of operations. Brief senior leaders at DoD, HQDA, Army Reserve Headquarters and subordinate commands, program officials and staff members, and Congressional PSM on civilian human resources related topics, processes and, programs. Convey significant or controversial Army Reserve actions, or decisions that affect critical Army Reserve policies and programs to a variety of audiences. Develop Army Reserve civilian personnel management policies pertaining to the military technician and Department of Army Civilian programs. Prepare position papers on current and proposed legislation, DoD or DA policy, or programs that may impact the Military Technician program or related Army Reserve programs. Coordinate the civilian FTS program missions and events to ensure they meet command direction and are consistent with resourcing capabilities. Advise management to assist them in establishment of an organizational structure that is efficient, supports grade levels, and ensures employees have an opportunity for career development. Provide advisory services to management to address critical organizational development needs.

Specialized Experience: One year of specialized experience which includes serving as a senior Human Resources advisor and principal contact for management officials; developing solutions to complex problems of program improvement for any of the following: force structure and manpower management actions, resource management issues, classification actions, workforce shaping and/or HR information systems; providing advisory services to managers on Civilian Human Resources Programs in one or more of the following areas: force management, force structure, manpower management, position classification, resource management, budget, workforce shaping, workers compensation, or HR information systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience to qualify. For this job, you must meet the qualification requirement using experience alone-there is no substitution of education for experience.
