Duties

This position supports the Army Reserve's core competencies of sourcing ready, trained personnel for Combatant Command and Service requirements with conventional land forces; responsible for military personnel management, personnel policy development, and personnel strength accounting and readiness of 177,000 Soldiers and 12,000 Civilians (Military Technicians and Department of the Army Civilian in the Continental United States and Outside Continental United States). Operates under broad, general direction from the USAR Chief of Staff (CoS)(MG); responsible for staff offices at Fort Bragg, NC and Fort Belvoir, VA encompassing over 130 Soldiers and Civilian employees with a $4.5 billion dollar budget, conducting critical missions worldwide. The USARC, G1 SES position provides both strategic and operational capability along with executive leadership for all aspects of human capital in the Army Reserve. This position will develop and execute strategy, policy, plans, and programs and provide oversight to a $4.5 Billion budget for the following functional areas: Human Resource Management (Civilian and Military), Equal Employment Opportunity, Equal Opportunity, Mobilization Readiness of Army Reserve Soldiers in more than 2,000 units, Well-Being Programs, Safety, Soldier and Family Readiness, Health Promotion/Risk Reduction, the Ready and Resilient Campaign, Army Training and Leader Development, Sexual Harassment and Assault Response Program, Family Programs, Survivor Outreach Services, Suicide Prevention, and the Yellow Ribbon Program. These responsibilities involve 34 major subordinate and direct reporting commands across the United States and Puerto Rico. The position will assist the CAR in directing and managing the responsibilities to include personnel and pay budgets across two appropriations, Active Guard/Reserve Program, and the annual reports to Congress. The position will also provide guidance and analysis for Army and Joint regulations review, de-conflict and submit legislative proposals, conduct congressional engagements, and participates in outreach events with private sector and veteran's service organizations. The incumbent will represent the Army Reserve at General Officer level meetings and briefings to facilitate a ready and capable Army Reserve force.

TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up may not exceed 1 page per TQ using 12pt, Arial or Times New Roman with 1-inch margins. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following: Technical Question #1: I possess the demonstrated knowledge and experience in, the management of a large, complex, and diverse organization requiring executive level leadership skills. Technical Question #2: I possess the demonstrated ability to provide technical direction over execution of a broad range of functional areas including the management of Civilian and Military Human Resources programs, Adjutant General Management, Mobilization Readiness of Soldiers and Civilians, Well-Being Programs, Equal Employment Opportunity (EEO) Office, Equal Opportunity (EO) Office, Retention, Soldier and Family Readiness, Health Promotion/Risk Reduction, Ready and Resilient Campaign (R2C), Training and Leader Development (Military and Civilian), and Suicide Prevention for in a large, multi-level organization containing more than 300,000 employees.
