You will serve as a PROGRAM ANALYST in the WARFIGHTING REQUIREMENTS AND ASSESSMENT (N8) SECOND SUBDIVISION of COMNAVSURFLANT.
Duties
You will serve as a principal advisor, subject matter and technical expert for Surface Warfare Force Development and Modernization Requirements.
You will analyze and advise on prevailing Navy policy, programming, and funding decisions in terms affecting the Surface Warfare requirements.
You will ensure coordination with N8 Future Force Transition Lead regarding new acquisition requirements.
You will support future requirements and capabilities for new ship classes throughout the acquisition process to ensure warfighting requirements are addressed prior to delivery to the fleet.
You will maintain liaison with points of contact, ensure coordination with N8 Future Force Transition Lead, and assure the validity and timeliness of Baseline Configuration Change Plan (BCCP) data.
You will manage the development of the Integrated Prioritized Capabilities List (IPCL) and develop the TYCOM Integrated Priorities List (TIPL).
You will review and accept input from the MILCON Infrastructure program analyst.
You will develop, communicate, recommend approval, and implement the approved Surface Force capabilities plan.
You will analyze, refine, develop, and recommend the implementation and methods to improve program measurement, effectiveness, and productivity.
You will use Department of Defense (DoD) Programming, Planning, and PPBES, Program Budget Information Systems Database (PBIS) and other planning and execution tracking tools.
You advise senior officials and monitor PPBES and other database activity.
You will lead, organize, direct and engage programs and efforts using various qualitative and quantitative techniques.

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

- The incumbent is required to be medically screened before embarking on a U.S. Naval ship and complete USFFC/CPF Form 6320-1. This incumbent will be embarking on ships/military vessels for periods over 24 hours.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying knowledge of DON, OPNAV, USFF and COMNAVSURFOR Surface Force Warfighting Requirements Programs goals and objectives, the sequencing and timing of key program events, and milestones and methods of evaluating the worth of program accomplishments in order to inform COMNAVSURFOR/CNSL N8 and influence decision makers at Echelon I and II Navy Headquarters.
Experience applying mastery knowledge of all aspects of the Federal Budget Process and the DoD PPBES regulations, guidelines and process and applying a thorough knowledge of the COMNAVSURFOR and CNSL ship operations and readiness, acquisition, and management process to prepare long-range (5+years) and short-range planning guidance in accordance with broad USFF, and DON program policies and objectives.
Experience applying mastery knowledge of the DOD acquisition Management System, DOD Requirements Generation System; and DOD and Navy PPBE System as well as a mastery knowledge of the methodologies of these three DOD systems in order to track day-day changes in funding across the PPBE decision cycle for CNSL and COMNASURFOR priorities.
Experience applying knowledge of disciplines in management, budget, contracting, manpower, personnel and quantitative analysis, analytical ability and knowledge of techniques, processes, and procedures involved in developing, costing, implementing, operating, and evaluating Navy facilities, organizational structures and resource requirements is used to analyze force development and ship modernization proposals for meeting COMNAVSURFOR and CNSL requirements while providing best overall.
