About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Eustis, Virginia.
Duties
Serves as a Financial Management Specialist who provides financial analysis, budget analysis, cost analysis, and cost estimating services within a Brigade level organization to assist in their decision support activities.
Provides financial management expertise, technical advice and guidance, and leadership in performing a broad and extensive range of financial management program planning and analysis.
Responsible for all aspects of the formulation, development, and execution of budgets, financial plans, and multi-year programs to properly fund and meet program resource requirements.
Provides advice, assistance, and guidance on budgeting, cost estimating and financial management related information.
Conducts analysis, reviews, and special studies of financial management and/or cost information.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a three year probationary period unless the appointee has previously met the requirements as described in DoDI 1400.25 V3005, Cyber Excepted Service, Employment and Placement.
- Must be able to obtain and maintain a SECRET security clearance.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450 upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
- This is a Financial Management Level 2 Certified position designated as such in accordance with the National Defense Authorization Act 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 USC, section 1599d.

To qualify based on your experience, your resume must describe one-year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by
- Formulating a working budget/financial management program by analyzing and forecasting customer demands for goods and service and changes in the nature, type, and cost of goods and services produced;
- Preparing guidance and defending actions on budgetary procedures and/or interpretation of standard procedures and regulations on the various phases of financial administration to the organization;
- Formulating, developing, and executing budgets, financial plans, and multi-year programs to properly fund and meet program resource requirements; and
- Conducting special studies of financial programs and funding requirements to ensure the availability of funds.
