About the Position: This position is located with the Management Integration Office (MIO), U.S. Army Research and Development Center (ERDC), Coastal and Hydraulics Laboratory (CHL), Vicksburg, MS.
This position is being filled as a developmental DJ-2 (GS-5/10). The full performance grade is a DJ- 3 (GS-11/12).
Duties
Serve as a Program Analyst as the primary point of contact for Project Management Systems (P2) integrated systems within the Laboratory.
Work directly with Technical Directors, Project and Program Managers and Project Delivery Team members throughout USACE to initiate projects in the P2 in accordance with the USACE Project Management Business Process.
Analyzes, plans, schedules, and coordinates the amount, sequence, and timing of actions in all phases of programming, preparing narrative and statistical evidence and justification in support of programs.
Provides guidance on what constitutes an adequate Project Management Plan, Work Breakdown Structure and budgeting options within P2.
Oversees programming and budgetary projections and the accomplishment of program formulation and execution.
Provide effective and efficient research and problem solving for the relationship between P2 integrated systems and the Corps of Engineers Financial Management System (CEFMS).

In order to qualify, you must meet the education and/or experience requirements described below. To Qualify at the DJ-02 (GS-05/10) grade level: General Experience: Three years progressively responsible experience, 1 year of which was equivalent to at least the DJ-01 (GS-04) grade level, which includes: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions, plan and organize work, and communicate effectively orally and in writing.

Education: Four-year course of study leading to a bachelor's degree.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.
In addition to the qualifications listed above, to qualify at the DJ-03 (GS-11/12) grade level: Specialized Experience: One year of specialized experience which includes: Creation and modification of analytical documentation and reports leveraging business intelligence and/or other analytical applications while performing at least 2 out of three of the following duties: 1) monitoring funds and expenses for an annual operating budget, 2) analyzing trends using Excel to identify budgetary problems and creating reports from findings to forecast funding needs, 3) preparing reports using Microsoft Office on the status of funds, expenditures, and obligations.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Financial Management, Accounting, and/or Mathematics.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-04).

This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DJ-0560-2/3 (equivalent to GS-05/12).
