You will serve as a SUPERVISORY TECHNICAL COMPLIANCE SPECIALIST in the Aquisition, Skills, & Knowledge Mananagement (Code 431.1), Policy & Support (Code 430), Contracts (COO) Department (Code 400) of MID ATLANTIC REGIONAL MAINTENANCE CTR.

Duties

You will be a first level supervisor of the Acquisition, Skills and Knowledge Management ASKM branch) You will develop and execute contract compliance monitoring programs. You will oversee recruiting and hiring efforts in the Contracts Department and approve personnel actions. You will be experienced in Labor Relations, Employee Relations, Union Negotiations, Equal Employment Opportunity, and Diversity. You will ensure adherence to contract requirements, contract law and legal precedents, and other regulations governing fixed price contracts. You will ensure adherence to cost contracts, ship repair contracts, service contracts and supply contracts, including multi-year contracts.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying knowledge of Federal Acquisition Regulation (FAR), Department of Defense FAR Supplement (DFARS), and the Navy Marine Corps Acquisition Regulation Supplement (NMCARS), Contracting Handbook, contract law and legal precedents, and other regulations governing cost and fixed price ship repair contracts. Experience in program evaluation and analysis, assessing program effectiveness, contracting and enhancing management processes. Experience training others in contract policy, guidance, formulation, and contracting issues. Experience interpreting, developing, maintaining, and negotiating contracts and policies as it relates to directing, scheduling, and administrating of all types of contracts of Naval Vessel overhauls, conversions, modernization and repairs. Experience in cost accounting methods, and Standard Procurement Systems (SPS) or similar.
