You will serve as a SUPERVISORY WATERFRONT OPERATIONS ANALYST in the Planning Division (Code 350), Waterfront Operations Department (WFO) (Code 300), Mid Atlantic Regional Maintenance Center (MARMC) of MID ATLANTIC REGIONAL MAINTENANCE CTR.
Duties
You will serve as a Supervisory Waterfront Operations Analyst (Division Manager) in the Waterfront Operations Department (Code 300) of the Mid-Atlantic Regional Maintenance Center (MARMC).
You will plan work on all continuous maintenance availabilities and monitor progress and adherence to the planning, budgeting, and ship maintenance execution.
You will manage supervisory and non-supervisory staff consisting of approximately 50 personnel per division.
You will plan, develop, and set long/short range plans and work schedules, assign work to subordinates, provide advice and assistance, and review work.
You will administer and schedule leave, rate performance of subordinates, recommend personnel actions, resolve complaints, recommend disciplinary actions, and ensure adherence to the command policies (including EEO).
You will oversee recruiting and hiring efforts in the assigned division and approve personnel actions and related expenses such as timekeeping, overtime, training, travel, and promotions.
You will brief senior leaders on maintenance status and issues.
You will maintain working relationships with various personnel and contractors involved in the execution of ship repair and maintenance.
You will participate in process improvement teams.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience coordinating activities related to the maintenance, repair, overhaul, and modification of ships including hull, mechanical, and combat systems.
Experience with ship's operations and ship's system operations in regards to the environmental and mission requirements of the Navy.
Experience evaluating the effectiveness of maintenance management approaches in terms of cost and mission accomplishment and making authoritative recommendations regarding modifications, extensions, or elimination of the concepts involved.
Experience planning, organizing, meeting deadlines under extreme pressure, and working with others while suggesting and applying new methods for continuous improvement.
Experience supervising/leading military and civilian personnel through subordinate supervisors.
Experience with production capabilities and repair processes of private and public shipyards, advance planning concepts for maintenance availabilities, and contracting methods and procedures.
