You will serve as a SUPERVISORY ACQUISITION SPECIALIST in the ACQUISITIONS (CONTRACTS) DIVISION of OPTEVFOR.
Duties
You will lead and manage efforts in provision of sourcing solutions and contracting support for assigned customers.
You will provide technical and contractual expertise to advise staff on all procurement and contractual issues.
You will execute funds management responsibilities, monitor, and evaluate command-wide processes in which to validate expenditures and collection of funds, and ensure all financial and contractual regulations are followed.
You will participate in the overall planning, management, and administration of operations, the sourcing process, and all other contracting activities through final closeout.
You will perform overall project management for planning and executing the contractual/acquisition/procurement activities for OPTEVFOR, subordinate commands, and detachments.
You will provide supervisory controls for junior employees to include establishing performance standards, evaluating performance, and managing/recommending training certifications.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- MSP/PPP applicants must currently hold the required security clearance.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
Qualifications
Your resume must demonstrate at least one year of specialized experience performing work equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate performing duties such as the following: 1) Performing duties as a Contracting Officer including both pre- and post-award contract administration; 2) Making recommendations on changes in current established contracting business procedures; 3) Developing projections used in forecasting budget, program and out-year strength postures; 4) Evaluating, monitoring and maintaining control over contractor performance; and 5) Analyzing and evaluating data to determine the effectiveness of program operations and to identify areas for improvement.
