This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Department of Defense Sexual Assault Program to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as a Supervisory SARC (SAR WF) for the U.S. Army Communications Command, Aberdeen Proving Ground, MD.
Duties
Serves as the Senior Commander’s principal authority, strategic advisor, and advocate for the SHARP Program and victims of sexual harassment, sexual assault, and associated retaliatory behaviors.
Manage the Sexual Harassment/ Assault Response and Prevention (SHARP) Program for a typical serviced population of at least 10,000 which includes Soldiers and Family members, as well as Department of Army Civilians.
Ensures all SARCs and Victim Advocates (VAs) within the AOR are screened, trained, Department of Defense (DoD) Sexual Assault Advocate Certification Program (D-SAACP) certified, and appointed to perform duties.
Responsible for all SHARP case management for their supported units.
Oversee SHARP personnel within their respective area of responsibility (AOR) within the SHARP Program.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain a Secret security clearance.
- Must serve a 1 year Supervisory probationary period.
- Temporary Duty Travel (TDY) 25% of the time
- Must attend and graduate from required SHARP training courses within six months of employment
- Must maintain an active D-SAACP certification and up-to-date commander appointment orders
- Must possess a valid driver's license and have the ability to operate a motor vehicle
- May be subject to occasional 24/7 on-call SARC responsibilities.
- Background checks against all records required by law, Office of Personnel Management, DoD, and Army policy or regulation will be conducted prior to entering on duty in the position.
- In accordance with governing regulations, additional checks will be performed on a recurring basis while employed in the position.
- Required to self-report civilian arrests, the filing of criminal charges, and/or convictions of any criminal offense to their supervisors and security office.
- Must attend and graduate from required SHARP training courses within six months of employment.
- While waiting for training or completion of certification, the employee may be reassigned or detailed to a position that meets the employee’s qualifications and skills.
- The detail or reassignment will be without promotion or demotion and will be until the DoD Sexual Assault Advocate Certificate is provided.
- Five years or more providing SH/SA advocacy services in the military or private sector is preferred.

You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes 1). Leading program activities that emphasize prevention of sexual harassment/assault and victim advocacy; 2). Analyzing program data to identify trends or areas for improvement; 3). Providing advice on sexual harassment/assault to management and program support personnel.
