Duties
Develops and conducts studies of financial management processes related to Automated Information Systems (AIS).
Performs extensive analyses and evaluations of the intra and interrelationship of functions to identify and determine current and future AIS requirements, technological advancements and corporate initiatives
Recommends improvements and/or simplifications when considered necessary.
Reviews, analyzes, and assists in resolving daily system problems related to AIS use and performance in functional areas.
Researches, analyzes, and assists in resolving daily system problems related to Defense Retired and Annuitant Payroll System (DRAS), interface systems, databases, and processing cycle issues.
Conducts research to obtain data to be utilized as supporting documentation for problem identification to the processing center or programming activity to facilitate resolution.
Monitors changes and work-around procedures, daily processing schedule and notifies operating elements and external customers of changes, delays, and cycle cancellations.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.

To be hired at the GS-11 entry grade level, applicants must minimally have: One year of specialized experience equivalent to the GS-09 grade level in the federal service: Providing substantial financial systems knowledge to leadership in order to assist with the financial mission; interpreting, developing, implementing and modifying policies for automated financial systems procedures and techniques; knowledge of generally accepted principles related to accounting, finance, and internal controls.

Education
GS-11 Level SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
