You will serve as a SUPERVISORY PROGRAM ANALYST in the ENVIRONMENTAL BUSINESS LINE (EVBL), ENVIRONMENTAL RESOURCES AND ASSESSMENT BRANCH, ENVIRONMENTAL RESOURCES SECTION of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will conduct briefings to recommend improvement of program operations or objectives You will present reports on issues (e.g., budget, problem resolution, management planning, policy issues) to managers. You will apply law, policies, regulations, principles, standards and procedures to management and program analysis activities (e.g., developing studies, metrics, methods, advising others). You will analyze financial or budget information to determine program effectiveness.

  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
  • The incumbent must possess and maintain a valid state drivers license to travel. A basic Class C license is required.
  • The incumbent is required to complete the Confidential Financial Disclosure Report, OGE Form 450, on an annual basis to report financial interest as well as other interests outside the government.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performs and provides supervisory, program and technical direction to staff; 2) Plans, organizes and reviews work, administering personnel matters and/or dealing effectively with employees; 3) Oversees the development, management and execution of spending plans for the organization; and 4) Manages, monitors, interprets and executes Regional and Installation Environmental funding and makes recommendations on funding allocations to ensure program effectiveness.
