About the Position: Serves as a Security Cooperation Staff Officer and advisor on the procedures for the implementation of the Army's security assistance activities. Responsible for the oversight and management of key facets of program development and execution in coordination with DoD Acquisition processes to enhance program effectiveness in the areas of Foreign Military Sales (FMS), Excess Defense Articles, and Title 22 leases.
Duties
Design and implement disclosure programs which support mission requirements and customer needs, and to formulate goals, plans, and methods of evaluation.
Establish policies and procedures for technology transfer in accordance with Security Cooperation objectives.
Represent the Security Assistance community on a variety of high-level boards, committees or meetings.
Advise Program managers and acquisition leaders on early planning for exportability within their respective programs.
Serve as a Security Cooperation Staff Officer and advisor on the technology transfer and foreign disclosure procedures for the implementation of the Army's security assistance activities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One year trial/probationary period may be required.
- Selectee must be able to obtain and maintain a Secret security clearance.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management Certification within 60 months of entrance on duty.
- Temporary Duty (TDY) travel may be required up to 25% of the time.

Specialized Experience: One year of specialized experience which includes: 1) Providing management oversight of subordinate activities/agencies involved in the execution of international program requirements; 2) Coordinating foreign disclosure and technology release matters with organization on all FMS cases; and, 3) Possessing technical knowledge of various IT technology types, to include but not limited to, Line of Sight (LoS) Communications, Beyond Line of Sight (BLoS) Networking, Operations, Digital Fires Software, Mission Command applications and Tactical Command Post Integration.
This typically includes work performed at the next lower grade/level NH-02 (GS-11) position in the federal service.
