You will serve as a SECURITY SPECIALIST (COMMAND & STAFF PROGRAM) in the ADMINISTRATIVE DEPARTMENT of HDQTRS NDW.

Duties

You will advise management officials and others regarding the interpretation and application of security policy, regulations, requirements, and guidelines. You will ensure all personnel who handle classified information or are assigned sensitive duties are appropriately cleared. You will use Joint Personnel Adjudication System (JPAS), e-QIP, and other applications to perform Personnel Security duties. You will decide the security clearance level necessary for access to sensitive information, resources, material, or work sites.

  • You will be required to obtain and maintain a current valid United States driver's license.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Processing, recording and/or tracking personal security investigation applications through official systems of record (e.g., e-QIP, JPAS, JCAVS, CATS, DISS, etc.); 2) Implementing regulations while conducting security investigations or eligibility determinations; 3) Providing guidance to others on policies or procedures related to personnel security, adjudication or suitability; and 4) Recommending solutions to resolve security problems. Physical Demands: The incumbent must refrain from the use of illegal drugs, pass random drug tests for the presence of illicit drugs and adhere to the provisions of the Navy's Drug-Free Workplace Program. Work is primarily sedentary and accomplished in an office environment. Some walking and standing may occur in the course of the normal workday in connection with travel to and from meetings, inspections, and investigations. No special physical requirements are necessary. Work Environment: Work is primarily performed in an office involving everyday risks of discomforts that require normal safety precautions. There are no deliberate or unusual exposures to health or safety hazards required by this position. The work is performed in an office setting, but occasionally requires that the employee perform surveys at other departments or locations.

Education

Specialized experience may be substituted with the following education:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related

or

a combination of experience and education as described above that equates to one year of experience. Your percentage of the required education plus your percentage of the required experience must equal one hundred percent.
