You will serve as a SUPERVISORY SECURITY SPECIALIST in the Office of the Director, Regulatory and Security Affairs, (08U) under the Director, Naval Nuclear Propulsion of NAVSEA HQ FIELD SUPPORT.

Duties

You will perform the full range of supervisory responsibilities: plan and assign work to staff based on priorities and schedules, balance workload, and adjust schedules and duty assignments for Physical Security Specialist or Security Specialist. You will provide guidance for the completion of various administrative tasks, check on the progress, review employee daily job performance, and provide updates to senior personnel. You will approve requests for leave, resolve employee issues and concerns, address unresolved complaints, and effect minor disciplinary actions where applicable. You will determine performance standards, evaluates job performance of subordinates throughout the rating year, and communicate weak points and the necessary actions required to obtain a higher performance and efficiency rating. You will identify developmental and training needs and provides or arranges for needed development and training. You will lead training for all new personnel within the positions chain of command. You will develop, implement, administer and execute the Naval Reactors Physical Security Program (which encompasses Anti-Terrorism/Force Protection (ATFP) and physical security requirements) as sub-program of the overall Command Security Program. You will interpret DoD, DON and DOE Physical Security program policies and procedures and identifying requirements for NRHQ and field activity implementation and compliance. You will develop Physical program policies, standards and standard operating procedures implementing DoD, DON and DOE requirements across the Command to include HQ and field activities. You will provide oversight of Physical Security program to ensure HQ and field activity compliance with DoD, DON and DOE program policies and standard operating procedures. You will consult with program personnel and other security specialists to devise protection systems which provide maximum security with minimum interference to the organization's mission. You will identify threats and vulnerabilities to command equities relative to the Physical Security programs and develops countermeasures to mitigate security risk. You will identify and analyze deficiencies in the Physical Security programs in the areas of compliance, effectiveness and efficiency and develops plans, strategies and courses of action to correct deficiencies. You will support the Director of Security in developing directives, plans, and scenarios as a DA certified AT/FP advisor (must be able to complete AT/FP level II training) as they relate to AT/FP emergency operations and exercises. You will serve as the SME for Physical Security to include familiarity with accreditation requirements for Secure Rooms at both the Collateral level and the SCI level. You will interpret broad physical security policies and regulations and considers the total range of existing policies, procedures, laws, and regulations and the program goals and objectives. You will advise Security Director on the Physical Security Program’s priorities, skill and staffing gaps, and workload execution utilizing risk management to balance security capability and operational efficiency within program resource constraints. You will identify skill requirements and skill gaps in the delivery of the Physical Security Program and services. You will develop training plans, standards and requirements to develop skill sets necessary to optimize workforce professionalization, workload execution and program compliance and effectiveness.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band BR-03 (GS-14 equivalent) grade level grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: "leading and executing physical security activities to secure infrastrutres, buildings, or facilities for a physical secuirty program."
