You will serve as a HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT) in the RECRUITMENT & PLACEMENT DEPARTMENT of FLEET HRO STENNIS.
Duties
You will provide a full range of services and customer advisory support to assigned commands utilizing specialized knowledge in the areas of recruitment, staffing, placement and compensation.
You will advise managers on recruitment strategy that utilizes most efficient techniques to fill vacancies and meet personnel goals of organizations serviced.
You will provide advice and assistance in staffing in situations requiring extensive analysis.
You will serve as a senior specialist or troubleshooter and consultant to management on personnel management issues.
You will perform other duties as assigned.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
To qualify for a GS-11, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience recruiting/staffing a variety of blue- and white-collar positions utilizing merit promotion, delegated examining, and non-competitive authorities.
Experience setting basic pay utilizing knowledge of Federal pay setting regulations for GS and FWS as well as working with total compensation packages such as superior qualifications, high previous rate, service credit for annual leave accrual, and recruitment incentives.
To qualify for a GS-09, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience assisting with recruiting and/or onboarding civilian personnel utilizing USA Staffing and Defense Civilian Personnel Database System (DCPDS).
Experience assisting with recruiting/staffing a variety of blue- and white-collar positions utilizing merit promotion, delegated examining, and non-competitive authorities.
Experience setting basic pay utilizing knowledge of Federal pay setting regulations.
Experience utilizing USA Staffing and Defense Civilian Personnel Database System (DCPDS) to extend job offers and complete onboarding processing.
Experience coordinating, scheduling, and ensuring compliance with pre-employment requirements, including physical examinations, drug testing, and pre-employment security checks.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to such a degree
OR
Possession of an LL.M, that is related to this position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience
GS-09:
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
Possession of an LL.B. or J.D. that is related to this position being filled.
