You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST in the FLEET HRO of FLEET HRO NORFOLK.

Duties

You will provide advisory support to all levels of executive leadership, management and staff regarding the complexities of technically sound and innovative staffing, compensation and classification solutions. You will provide administrative and technical supervision to the staff consisting of supervisors and HR Specialists performing the work of the Division. You will drive change and optimized HR services through the development and delivery of new policy and procedures, as well as the regular tracking, analysis and reporting of key performance indicators and metrics. You will lead strategic discussions with senior officials to identify HR needs and close gaps in servicing or production. You will develop innovative solutions to customer needs, to include recruitment sources and strategies to close personnel gaps. You will direct recruitment, staffing, and classification operations throughout the serviced population with use of various programs and authorities to include Executive Orders, Direct Hire Authorities, Veterans Programs, and e-Recruitment. You will develop recruitment/classification strategies and hiring initiatives for the many hard-to-fill and complex occupations within the customer base. You will provide expert advice on the use of hiring incentives, to include recruitment, relocation and retention incentives, superior qualifications, leave accrual, student loan repayment. You will develop analyses and reports on program effectiveness and delivers this information to senior leaders within and without the command for decision making. You will supervise and manages division personnel through supervisory branch heads and provide advisory support to all levels of executive management officials on complex compensation and staffing issues.

  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

To qualify for the SUPERVISORY HUMAN RESOURCES SPECIALIST, GS-0201-14 position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience and mastery of recruitment, compensation and classification principles to guide organizations in the accomplishment of HR goals and objectives. Experience and mastery of developing and implementing HR strategies that support strategic initiatives. Experience and ability to develop Customer Outreach strategies that include utilization of innovative tools and techniques to communicate HR developments. Experience utilizing continuous improvement techniques and strategies to examine and streamline HR processes and procedures. Experience analyzing various HR data sources to produce reports for leadership that drive decision-making.
