You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST in the COMPTROLLER DEPARTMENT (01), BUDGET DIVISION (011), CORPORATE BUDGET (0111) of NAVAL SURFACE WARFARE CENTER.
The NT-05 pay band encompasses positions equivalent to the GS-13 and GS-14.
Duties
You will lead the team in complex research and analysis and troubleshooting complex budget related issues.
You will serve as primary Corporate Budget interface with Corporate Operations.
You will develop/increase the overall financial/budget knowledge of the team with regards to Budget Exhibits, Federal Budget Process, applicable laws and regulations.
You will lead the team in understanding the overall picture of establishing rates, costing, labor pricing, service cost centers, carryover, revenue, and NOR.

- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NT-04 (GS-11/12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: leading in the development, analysis, and utilization of budget management or financial methods and procedures to assess internal controls and provide technical direction on reconciling funding issues to ensure compliant financial operations.
