You will serve as the Division Manager for the Budget Division (Code 011) of NAVAL SURFACE WARFARE CENTER.

Duties

You will develop strategies and visions of the Budget Division at Naval Surface Warfare Center, Crane Division. You will be responsible for the Division's overall effectiveness, efficiency, and productivity along with the development/implementation of Division policies and procedures. You will provide leadership and supervision to managers and employees within the corporate budget and funds management branches. You will monitor and coordinate tasking and continuous work within Divisions and Branches of the Comptroller Department. You will ensure effective collaboration and teaming both internal and external to NSWC Crane. You will oversee all aspects of corporate budgeting and funds management, providing consultation and advice to the Comptroller and Command on budget related matters. You will act as liaison and networking with Budget Officers and other budget/funds administration personnel both internal and external to the NAVSEASYSCOM and within the DFAS organization. You will review, interpret, and apply policies and regulations to all aspects of budgeting and implement procedures in accordance with policies and regulations. You will maintain a quality customer relationship with all customers of the Comptroller Department.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-05 pay band (GS-13/14 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading or managing the analysis of accounting, budget operations or financial controls to improve the efficiency and effectiveness of a budget/financial management division.
