You will serve as a MANAGER in the Employee Services Division (013), Comptroller Department (01) of NAVAL SURFACE WARFARE CENTER.
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-6 pay band encompasses positions equivalent to GS-14 and GS-15.
Duties
You will provide leadership and supervision to managers and employees within the payroll and travel branches.
You will manage and oversee Travel and Payroll support for the Command.
You will provide input on payroll and travel policy issues by the Human Resources division. Managing employee reimbursement, debt, and the Transportation Incentive Program (TIP).
You will be responsible for the Division business plan, hiring plan, personnel actions, conflict resolution, contracts, facilities planning, quality, training and indirect budget planning, Division support funds, Division data calls.
You will maintain a quality customer relationship with all customers of the Comptroller Department. Program Management discipline and strategy development to support the whole department.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-05 (GS-13/14 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: leading or managing teams, developing strategies or projects, interpreting rules and regulations to assess internal controls and provide technical direction for compliance with financial operations.
