You will serve as a Manager in the Deputy Comptroller Division of the Comptroller Department of NAVAL SURFACE WARFARE CENTER.
NT-06 pay band encompasses the GS-14 and GS-15.
Duties
You will report directly to the Crane Division Comptroller and shares interchangeable responsibility and authority with the Comptroller for accomplishment of all assignments of the Comptroller Office for Crane Division, NSWC.
You will be responsible for emerging financial initiatives and programs to improve the efficiency and effectiveness of financial management at Crane Division.
You will advise the Comptroller and command management on financial issues and supports the operation of the department.
You will design and implement programs that support the department mission requirements and formulate goals, plans and methods of evaluation.
You will manage, monitor, evaluate and coordinate the execution of department actions items, business plan, financial health, short/long terms plans, human resources, facilities, equipment, large and small contracts.
You will provide leadership, direction, and support to the Comptroller Department regarding implementation of new systems and processes.
You will supply advanced analysis of complex financial issues – including problem identification/resolution, financial projections, and “what if” scenario analysis.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-05 (GS-13/14) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: leading or managing the analysis of accounting, budget operations or financial controls to improve the efficiency and effectiveness of a financial management division.
