You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST (Branch Manager) in the Budget Division (011), Comptroller Department (01) of NAVAL SURFACE WARFARE CENTER. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14.

Duties

You will guide Command to financial decisions regarding Net Operating Result based on complex execution analysis, determining stabilized rates, providing. oversight to the Service Cost Centers and Overhead budgets and execution. You will be responsible for analysis of receipts, revenue and carryover, and management of cash plans. You will Lead the team in complex research and analysis, and troubleshooting complex budget related issues. You will develop/increase the overall financial/budget knowledge of the team with regards to Budget Exhibits, Federal Budget Process, applicable laws and regulations. You will provide consultation and advice to the Comptroller and Command on financial management/budget related matters.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: leading in the analysis, development, and utilization of financial management or budgeting methods and procedures to assess internal controls and provide technical direction on reconciling funding issues to ensure compliant financial operations.
