You will serve as an Administrative/Technical Specialist in the Funds Management Branch of the Budget Division of the Comptroller Department of NAVAL SURFACE WARFARE CENTER.
NT-05 is equal to the GS-13/14.
The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $134,435).
Duties
You will be the recognized technical expert for the review and validation of Department of Defense Financial Management Regulations (FMR), USC 1301 and applicable appropriation statutes.
You will be responsible for efficient and effective processing, making recommendations of acceptance or non-acceptance of all incoming funding documents for the Command, Crane Division NSWC.
You will be granted the authority to sign, "by direction" in matters involving Funds Administration in the performance of Budget responsibilities on behalf of the Command.
You will be responsible for leading the acceptance of all incoming funding, outgoing funding, billing, direct cite funding closeout and 1301 review for the NSWC Crane Command.
You will commit funds for the government and recommend policy changes or new policies with regards to the government financial management community.
You will provide guidance to all levels of management within the organization relative to financial management, policies and procedures.
You will provide guidance, and training to lower level specialists internal and external to the Budget Division.
You will serve as the funding Subject Matter Expert (SME) on various teams both for the Command and for NAVSEA level initiatives.
You will serve as the Subject Matter Expert (SME) for RWO-Performer Grantor in the Financial Auditability Improvement Act (FAIR) audit team.
You will attend meetings on a variety of funding issues and provide advice and guidance for resolution.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level 02 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing, developing, and utilizing financial management or budgeting methods and procedures to assess internal controls and provide technical direction for ensuring financial operations compliance.
