About the Position: This position is located at the Soldier Support Institute (SSI), Fort Jackson, South Carolina. Fort Jackson is located within the city of Columbia, South Carolina.

Duties

Reviews estimates submitted by commanders/directors for compliance with rules, regulations, and procedures. Performs in-depth, rigorous analysis of budget requests, such as cost-trend analysis and explores alternative methods of funding. Monitors the use and rate of expenditure of budget funds through continuing dialogue with commanders/directors and their staffs, review of written documents, and examination of accounting records. Maintains the account systems to include the General Funds Enterprise Business System (GFEBS), and Work Area Workflow (WAWF), Funds Control Module (FCM). Maintains the account systems to include Global Combat Support System-Army (GCSS-Army), and Defense Travel System (DTS) and TRADOC Decision Lens.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
  • Position may be filled as a term appointment NTE 5 years. Term appointments may be extended beyond six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years.
  • Current permanent Federal employees (to include permanent Army employees) applying for a term appointment will be appointed/converted into a term appointment with no statutory return rights back to a permanent position.
  • Term employment is subject to one-year trial period. Employees serving a trial period can be removed with limited appeal rights.
  • Position may be made permanent without further competition.
  • FINANCIAL MANAGEMENT LEVEL 1 CERTIFIED - must be able to obtain this certification within 24 months from hire date.

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. [remove LL.B or J.D., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: finance or accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationBudget ExecutionBudget Formulation, Justification, and PresentationComputer Skills Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
