This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Budget Analyst for Office of the Chief of Staff, Program and Budget Division located at Fort Jackson, SC.
Eligible for situational telework ONLY, including emergency and OPM prescribed "unscheduled telework".
Duties
Serves as budget analyst with responsibility for budget formulation, presentation, and execution.
Responsible for providing technical assistance, leadership and guidance to other analysts and managers engaged in the execution of the mission.
Provides requisite training for newly assigned budget employees and conducts a variety of budget related briefings and meetings.
Serves as a financial liaison between program managers and other offices involved in mission execution.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Tier 1 background investigation.
- This position requires that the employee occasionally travel away from the normal duty station up to 15% of the time.
- Financial Certification Required: Must be able to obtain and maintain DoD Financial Management Level 2 Certification within 2 years of entry on duty.

NOTE: This position is a developmental position and may be filled at the GS-11 or GS-12 level. If selected at the GS-11 level the incumbent may
be non-competitively promoted pending time-in-grade requirements and demonstrated ability to perform the next level/grade duties. The full performance level for this position is GS-12.
GS-11 Specialized Experience: One year of specialized experience which includes: 1) Advising an organization/management on governing
budgetary policies, procedures, and regulations to assure that budget estimates, forecasts, availability, and submissions comply AND 2) Preparing a variety of budgetary reports using automated financial systems and databases. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field
which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business, Economics, Statistics, Finance. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the
computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)
GS-12 Specialized Experience: One year of specialized experience which includes: 1) Developing long-range, multi-year budgetary plans to
perform ongoing mission support for a command utilizing federal budget processes such as Planning, Programming, Budgeting, and Execution (PPBE); 2) Preparing a variety of budgetary reports using automated financial systems and databases such as General Fund Enterprise Business System (GFEBS); AND 3) Identifying, analyzing, and resolving a range of budgetary issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Education: For the GS-12 level, you must meet the qualification requirement using experience alone--NO substitution of education for
experience is permitted.
