Serves as a Quality Assurance Specialist, performing Quality Assurance (QA) duties at the Army Primary Standards Laboratory (APSL) for the United States Army Test, Measurement and Diagnostic Equipment (TMDE) Activity (USATA). Assists the Deputy Director and Senior Engineer in the maintenance of the APSL Quality Management System (QMS).

Duties

Serves as a technical expert for accreditation matters and compliance with ISO/IEC 17025 requirements. Assists USATA laboratories to resolve compliance issues and serves as a source matter expert to interpret requirement of ISO/IEC 17025. Coordinates and documents interlaboratory comparisons, proficiency tests, and other statistical process controls to ensure they align with the APSL’s risk-based analysis and ISO/IEC 17025 requirements. Assists the APSL Senior Engineer in preparations for and conducting of annual internal quality audits. Coordinates with USATA QA on program policies pertaining to the repair and calibration of TMDE and recommends changes to improve accuracy and support to users.

Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes: managing daily calibration and repair workload, communicating equipment status updates with supported customers, and applying the rules and regulations associated with operation of the laboratories. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field, such as Human Resources, Business Administration or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Inspection ManagementQuality AssuranceQuality ManagementTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
