About the Position: These positions are located at Army Contracting Command - Redstone Arsenal, Alabama. The U.S. Army Contracting Command was established on March 14,2008. The mission of the Army Contracting Command is to maintain and improve the Army's ability to respond globally in support of the warfighter's needs.
Duties
Develop operating procedures to supplement regulations and manuals in quality assurance and contracting officer representative oversight.
Perform contractor performance surveillance to provide reports for analysis.
Serve as a technical authority to the requiring activity on matters of contract quality assurance and surveillance.
Serve as a Quality Assurance Specialist responsible for auditing contractor’s performance in accordance with the terms of the contract.
Provide training to junior Quality Assurance Specialists and CORs in all areas related to QA and contract management matters.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Foundational Career Level Engineering and Technical Management Certification within 36 months of entrance on duty.
- Must submit Financial Disclosure Report, OGE 450, upon entry into position and annually thereafter.
- Must be able to obtain and maintain a top secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
- Business travel required 25% of the time.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019 requiring participation in random drug testing.
- This position has a Contracting Officer Representative (COR) training requirement that must be completed in allotted time frame.
- The incumbent of this position may be required to work scheduled and emergency overtime.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: 1) Maintaining a contracting officer representative program; 2) Reviewing contractual quality requirements; 3) Evaluating contractor performance through audits and surveillance inspections; AND 4) Executing a quality assurance program to determine effectiveness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
