This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the Department of Defense (DOD) Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Division Chief for a major division of the Center for Army Analysis for all operational and theater level fires analysis and studies.
Duties
As the Division Chief, supervises the activities of a major division of the Center for Army Analysis that serves as the focal point for all operational and theater level fires analysis and studies.
Plan, organize, direct, review and coordinate the complex analytical studies, projects and tasks which are accomplished by the Division.
Determine priorities, skills, and personnel required to accomplish desired objectives.
Develop an annual study program and determine when to reprogram for new projects to be undertaken.
Supervise performance of team leaders and members.
Develop work performance standards for subordinates and evaluate their performance.
Resolve informal complaints and grievances.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
- A comprehensive background investigation that includes contact with all references, employers, co-workers, personal associates, and a review of your driving record, credit history, criminal history, and military service is required.
- This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide. A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Supervisory Operations Research Analyst:
Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes leading studies and study teams conducting operations research and analysis of problems to inform senior leader decisions and briefing and defending the results of the analysis to senior leaders. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
