About the Position: Serves as Division Chief, Talent Assessments and Analysis Operations and Plans, and works under the general administrative direction of the Director. Makes assignments of a very broad and general nature covering long range program plans, objectives and policies. The Civilian Human Resources Agency (CHRA) is the organization in the Department of the Army responsible for providing "civilian" human resources support.
Duties
Develop and manage workforce programs to assess employee skills, knowledge, and abilities and improve recruitment, retention, and staffing outcomes.
Use data tools and techniques to analyze workforce trends, identify challenges, and provide actionable insights for decision-making.
Supervise and lead a multidisciplinary team, assigning tasks, evaluating performance, and providing training to support organizational goals.
Collaborate with leaders and stakeholders to exchange ideas, share best practices, and align workforce planning strategies with organizational objectives.
Improve workforce systems and processes by identifying inefficiencies and implementing changes to enhance program effectiveness.
Represent the organization in meetings and briefings, delivering insights and recommendations to improve workforce management and program performance.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One year trial/probationary period may be required.
- Temporary Duty Travel of 10% is required.
- One year Supervisor trial/probationary period may be required.
- Secret security clearance is required.

Basic Requirement for Supervisory Operations Research Analyst (Talent Assessments/Analysis):
Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience GS-15: One year of specialized experience which includes: 1) Managing programs to assess workforce skills and improve staffing efforts. 2) Using data to analyze workforce needs and inform decisions on staffing and operations. 3) Supervising employees and overseeing major projects to meet organizational goals. 4) Improving processes and implementing changes to make workforce management more efficient. 5) Representing the organization by providing recommendations on workforce management programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
