About the Position: Serves as a Senior Operations Research Analyst in the Cost Review Board Office. This position is for the Assistant Secretary of the Army for Financial Management and Comptroller (FM&C), Deputy Assistant Secretary of the Army (DASA), Cost & Economics, Cost Review Board located in Ft. Belvoir, Virginia.
Duties
Develop Army Cost Positions (ACP) for major acquisition programs and other programs as requested by the Army Acquisition Executive.
Lead the Cost Review Board Working Group (CRBWG) on assigned systems by following the established CRB process.
Briefs the Financial Manager and Comptroller and other senior military and civilian professional and scientific personnel on the ACP costs and cost driving issues.
Responsible for the presentation and documentation of ACP to HQDA and staff agencies for assigned systems through the Army Acquisition Executive or Defense Acquisition Executive final program acquisition decision.
Coordinate cost risk activities and related projects for assigned systems with other functional organizations throughout the Army.
Asses the cost impact of technical and schedule risk uncertainty during all phases of a system's life cycle.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires Level III certification in Acquisition Career Field “Business-Cost Estimating” or the incumbent must be able to obtain certification within 48 months of appointment.
- The duties of this position require occasional temporary duty (TDY) travel up to 10%.
- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- This is a Critical Acquisition Position (CAP). Must be a member of an Acquisition Corps at the time of appointment or eligible for a waiver.
- This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
- The incumbent must be able to obtain and maintain a Secret security clearance.

Basic Requirement for Operations Research Analyst:
Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience equivalent to the GS-14 grade level in the Federal service which includes: 1) Leading Cost Review Board Working Groups; AND 2) Utilizing statistical analysis tools to research methods and techniques to support cost and economic analyses; AND 3) Conducting cost and schedule risk assessments; AND 4) Preparing and presenting briefings and reports for executive level management review.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
