About the Position: Serves as Chief, delegated responsibility for completion of programs assigned to the Division. This position is for the Assistant Secretary of the Army for Financial Management and Comptroller (FM&C) Deputy Assistant Secretary of the Army (DASA) Cost & Economics Weapons Systems Costing Division located in located in Ft. Belvoir, Virginia.
Duties
Serve as Division Chief responsible for planning and executing completion of programs assigned to the Division.
Ensure the timely and economical development of independent parametric Life Cycle Cost Estimates (LCCE) of assigned Army materiel systems.
Provide expertise in initiating, monitoring and advising on Army in-house and contract efforts.
Ability to determine cost-controlling performance parameters for assigned programs.
Define operational concepts and logistic requirements in support of mission requirements.
Derive cost and schedule projecting; and conduct cost-effectiveness studies.
Develop methodologies for parametric cost estimating.
Review cost analysis of selected materiel systems including analysis of cost growth potentials and determination of cost thresholds.
Justify, defend, negotiate, or settle matters involving significant or controversial topics.
Development recommendations for publication of guidance and direction including appropriate methodologies, techniques, and standards of adequacy.
Apply the principles, theories, and methodologies of a specialty area as it relates to the respective disciplines of mathematics, statistics, and operations research.
Provide significant and innovative recommendations for advancing programs and/or methods.
Oversee the analysis of variances between different cost estimating activities' estimates and the Assistant Secretary of the Army Financial Management and Comptroller (ASA (FM AND C) estimates.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires Level III certification in Acquisition Career Field “Business-Cost Estimating” or the incumbent must be able to obtain certification within 48 months of appointment.
- The duties of this position require occasional temporary duty (TDY) travel up to 10%.
- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- This is a Critical Acquisition Position (CAP). Must be a member of an Acquisition Corps at the time of appointment or eligible for a waiver.
- This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
- The incumbent must be able to obtain and maintain a Secret security clearance.

Basic Requirement for Operations Research Analyst:
Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience equivalent to the GS-14 grade level in the Federal service which includes: 1) Managing an acquisition cost analysis division; 2) Leading the development of independent cost estimates required by statute in support of major defense acquisition programs.; 3) Utilizing cost estimating and economic analysis techniques in order to identify and solve operational problems; and 4) Establishing cost analysis and economic analysis policy and guidance.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
