This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain DoD Personnel to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Supervises the activities of a major division of the Center for Army Analysis (CAA) that serves as the focal point for depolyment and enabler. Plans, organizes, directs, reviews and coordinates the complex analytical studies, projects and tasks which are accomplished by the Division.
Duties
Supervise the activities of a major division, executing complex analytical studies to support top-level decision-makers.
Develop an annual study program and determine when to reprogram for new projects to be undertaken.
Determine priorities, skills, and personnel required to accomplish desired objectives.
Oversees the selection of methods and systems, including the creative research into state-of-the art techniques and the development of new approaches to solve Army and Joint Force problems.
Prepare and review presentations and papers communicating analytic findings for senior audiences, as appropriate.
Supervise performance of team leaders and members.

Basic Requirement for Operations Research Analyst:
A bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. (Note: You must attach a copy of your transcripts.)
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One-year specialized experience equivalent to GS 14 grade level in the federal service which includes; Performing qualitative and quantitative analysis to solve complex problems; performing studies and analysis of annual study programs; leading a team to conduct major studies or projects such as research techniques or scientific methods of investigation; assisting in the development of policies and guidelines to enable the consistent delivery and achievement of work to meet an agency's mission.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
