This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain DoD Personnel to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Directs the performance of a broad range of studies and analyses related to Army force mobilization, deployment, and enabler force demands and capability mixes for the Center for Army Analysis (CAA). Serve as a consultant and technical advisor to senior agency officials.
Duties
Conduct analytical studies in areas of mobilization and deployment, as well as force structure and enabler force requirements.
Serve as a consultant and technical advisor to senior agency officials responsible for broad program operations.
Perform tradeoff analysis involving force structure options to determine the proper balance of demands for capabilities.
Advise and answer difficult questions posed by senior leaders about future Army force requirements.
Brief organization leadership, study sponsors, and high-level officials on progress and conclusions of studies.

Qualifications
Who May Apply:
In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Education: A bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. (Note: You must attach a copy of your transcripts.)

Experience: One-year specialized experience equivalent to GS 13 grade level in the federal service which includes; utilizing quantitative and qualitative approaches to support studies and serve as a consultant/technical advisory; interpreting current mobilization and deployment policies and requirements to determine the program needs; presenting findings and recommendations for advancing mobilization and deployment initiatives.
