You will serve as a PROGRAM ANALYST in the FAMILY HOUSING DEPARTMENT of COMNAVREG MIDLANT NORFOLK.
Duties
You will negotiate recommendations involving resources or changes to projects or programs.
You will prepare and present recommendations and solutions regarding complex issues based on analyses and evaluation including the preparation and presentation of reports, proposals, charts, and graphs.
You will apply conventional fact-finding analytical and problem-solving techniques to evaluate information concerning the management process.
You will translate the nuances of UH and FH organization and processes into concise, effective briefs.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Preparing Recruitment for Personnel Actions (RPAs) for installations and regional personnel; 2) Uitilizing HRO automated systems including Defense Civiian Personnel Data Systems (DCPDS) and Total Workforce Management System (TWMS) to initiate, track and follow-up on HR actions; 3) Analyzing, extracting and identifying significant staffing trends and issues for various Regional and CNIC reports and taskers; 4) Ability to utilize various automated programs into include word processing, correspondence, applications, graphics, edatabases and spreadsheets to esxtract data, track civilian vacancies/positions, prepare reports and respond to queries from management staff; 5) Preparing and presenting (oral and written) recommendations and solutions regarding PPV issues based on analysis and evaluation.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Have successfully completed a Ph.D. or equivalent doctoral degree.
OR
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Have successfully completed an LL.M. degree that is related to the position being filled.
OR
Have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%.
