About the Position: This Program Analysis Officer position is assigned to the Program Executive Office, Intelligence Electronic Warfare & Sensors (PEO, IEW&S), Project Manager Cyber & Space Office of the Project, located in Fort Meade, MD.

Duties

Expert advisor to PEO/Project Manager on DoD acquisition programs and life cycle management. Establish acquisition program goals and objectives, stratify resources against approved programs; plan, present, request and execute budgets; analyze resourcing impacts on programs; and develop long-term resource requirements. Develop and present convincing oral/written presentations to all levels of government and industry management. Perform the full range of administrative and technical supervisory duties, to include actively supporting the PEO/PM Affirmative Action/Equal Employment Opportunity (EEO)Program. Program analysis technical expert providing general and specific guidance and management oversight of subordinates regarding assigned program initiatives. Ensures effective program implementation and consistency with existing policies on a long-term basis.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Business travel required up to 20% of the time.
  • One year supervisory probationary may be required.
  • Critical Acquisition Position (CAP). This position requires a 3-year tenure agreement. Must sign DD form 2888 (Critical Acquisition Service Agreement) and execute, as a condition of employment, a written tenure agreement.
  • The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with sensitive compartmental information or access for the duration of employment.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position requires Financial Management Level 3 certified position must be able to obtain certification within 24 months of appointment.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13). You will be evaluated on the basis of your level of competency in the following areas: Acquisition StrategyCommunicationsLeadershipProgram Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13/NH-03).
