This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Acquisition Management Specialist position is assigned to the Program Executive Officer, Intelligence Electronic Warfare & Sensors, Project Manager Intelligence Systems and Analytics, located at Aberdeen Proving Ground, Maryland.
Duties
Serve as a senior advisor, technical expert, and recognized authority to the Project Manager (PM) on Army Acquisition.
Assist in the oversight of cost, scheduling, and performance of subordinate Product Offices.
Apply knowledge of Army Acquisition policy and procedure to assess, design and evolve acquisition strategies for assigned programs.
Manage the integration of separate functions to include financial management, procurement, test, quality assurance, logistics, engineering, and/or production, of assigned systems.
Determine if existing programs effectively accomplish intended goals or if modifications are required to meet PEO, PM, and Department of the Army goals and procedures.
Develop detailed plans, goals, and objectives that cover the entire life cycle of the system assigned.
Assess all acquisition plans, documentation and status for programs in the PM portfolio.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level Advanced in the Acquisition Career Field Program Management within 48 months of entrance on duty.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with sensitive compartmental information or access for the duration of employment.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

Specialized experience: is defined as performing duties which include: 1) Utilizing knowledge of acquisition and management processes to develop acquisition strategies utilizing pathways of the adaptive acquisition framework (Middle Tier of Acquisition, Major Capability Acquisition and Software Acquisition Pathway); 2) Planning and/or evaluating major programs, system development efforts, acquisition, and/or research and development related initiatives; 3) Overseeing the integration of various functional areas to include programming, scheduling, financial management, engineering, and logistics planning; and, 4) Performing acquisition management activities on software-intensive programs
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13).
