About the Position: Serves as a Public Affairs Specialist for Army National Military Cemeteries (ANMC) in the Arlington National Cemetery (ANC) Public Affairs Office.
Duties
Develop and execute strategic communication plans to engage key stakeholders on a routine basis to increase awareness of ANMC priorities, and strategic initiatives.
Use a variety of methods and techniques in achieving communication goals such as news releases, feature articles, outreach engagements, new conferences, exhibits, brochures and promotional literature.
Create and facilitate outreach programs and other special activities/events to help educate specialized groups, the public, ANMC spokespersons, and the media about ANMC events, programs, and initiatives.
Lead the development of education promotional literature (i.e., fact sheets, website content, news releases) featuring different elements of the program.
Publicize virtual professional development opportunities for educators/school districts across the nation, as well as on-site teacher workshops hosted by ANC.
Present information on a wide variety of subjects using an array of written, digital, and audio formats and techniques, as well as in person through public speaking.
Serve as the public affairs lead for major outreach and media events in ANC including high-level media escorts, and major events that may include Memorial Day, Veterans Day and/or Wreaths Across America.
Facilitate media coverage for cemetery events, with special emphasis on funeral services and media access and coverage of such events.
Publicizes the program to key stakeholders including educators, leaders in education/curriculum, the tourism industry, other key publics, such as cemetery visitors and families.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- You may be expected to travel up to 20% for this position.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, employee must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- One year trial period may be required.
- May include shift work (evenings, weekends, holidays).
- Must possess and maintain a valid stateside driver's license.
Qualifications
Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 3 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition.
Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position.

GS-12 Specialized Experience: One year of specialized experience which includes: creating educational digital media campaigns and/or initiatives; establishing direction for new media and other communication dissemination channels and content to support agency programs and informational campaigns; and managing the agency's website content. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
GS-12 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
GS-13 Specialized Experience: One year of specialized experience which includes: creating educational digital media campaigns and/or initiatives; advising senior leaders on digital outreach program needs to ensure program goals are met; and developing strategic communication plans and/or strategies demonstrating how digital and web tactics are effectively used to tell the agency's story. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
GS-13 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management. Duties described reflect the full performance GS-13 level. If not selected at the full performance, duties will be performed in a developmental capacity under close supervision.
