The American Battle Monuments Commission (ABMC) maintains facilities and personnel in 10 countries. The primary purpose of the position is to serve as Director, Public Affairs for the ABMC and as the senior advisor to ABMC leadership on all aspects of public affairs and strategic communications.
Responsible for providing authoritative advice to the Commission, Secretary, and senior leaders on all aspects of ABMC's public affairs program and communication with internal and external stakeholders
Duties
Serve as the sole expert advisor to the Commission, Secretary and senior leadership on all public affairs issues and provides counsel and recommendations concerning all matters with real or potential internal, public and/or Congressional interest and impact.
Plan, design, execute, and evaluate the overall ABMC public affairs programs, determining the best methods and approaches to be used.
Direct the ABMC public affairs program to include public information, public outreach, media relations, social media engagement, corporate communications, awareness and advocacy initiatives, and film and television liaison.
Ensure information that is often historical in nature and not considered "newsworthy" is presented in a clear, compelling, and culturally appropriate manner and method that best represents ABMC, its mission and legacy to the media and external stakeholders.
Serve as the official spokesperson for ABMC when dealing with national and international media, the general public, special interest groups, and other public affairs offices to include U.S. Embassy and U.S. military PAOs.
Requirements

- Merit Promotion applicants must have completed three (3) months of service after a competitive appointment to be considered.

Qualifications
Time in Grade
Time-in-grade restrictions apply for all candidates considered under Merit Promotion (generally applicants who have held a Federal civilian appointment within the previous 52 weeks). These applicants must have 1 year time-in-grade at the next lower level or equivalent to qualify.
Specialized Experience: For the GS- 15 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-14); or its non-Federal equivalent that demonstrates: managing and supervising staff by effectively managing and leading a team of employees, including responsibilities like assigning tasks, performance evaluations, coaching, conflict resolution, and ensuring adherence to agency policies; developing and performing communications strategies for complex, technical, sensitive and/or controversial topics; participating in the development and coordination of large scale communication plans for a nationwide audience; applying a wide range of qualitative and/or quantitative methods to assess and improve a public affairs program's effectiveness; researching, writing and editing speeches, opinion editorial articles, and participating and providing key input in regional, national and/or internal special projects, working groups, and task forces focusing on identifying solutions to problems, policy making and shaping the future direction of an organization.
