About the Position: Serves as Budget Analyst with responsibilities for all phases of program, planning, and analysis necessary to formulate and support the budgetary needs of all activities within Army National Military Cemeteries (ANMC).
Duties
Perform budgetary functions and duties associated with all phases of the budget process (e.g., formulation, justification and execution).
Execute the formulation and revisions of the annual budget estimates used to represent the ANMC Command Operating Budget (COB) through the Program Budget Advisory Committee (PBAC) process.
Review, edit and consolidate annual and multi-year budget estimates for assigned organizations and programs into a consolidated budget request.
Analyze and interpret guidance received from Resource Management leaders or from Army to determine actions needed to prepare budget estimates and all supporting documentation.
Perform research, compilation, and summarization of data concerning personnel salaries and expenses and similar object class line item information needed for the formation of annual budget estimates.
Record, monitor and track obligations and expenditures throughout the execution phase of the annual operating budget through the General Fund Enterprise Business System (GFEBS).
Respond to inquiries regarding program and budgetary issues.
Recommend adjustments, such as redistribution of funds within budget accounts, in response to changes in programs or funds available.
Interpret budget directives and fiscal regulations and makes recommendations as to plans, policies, and programs to be included in the command budget directives in so far as they pertain to area of responsibility.

Specialized Experience: One year of specialized experience which includes: executing the formulation and revisions of the annual budget estimates; recording, monitoring and tracking obligations and expenditures throughout the execution phase of the annual operating budget; and ensuring budget forecasts, estimates, and submissions conform to requirements, guidelines, and financial objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
