You will serve as a PROGRAM ANALYST in the DOCTRINE AND INNOVATION DIRECTOR DIVISION, NAVAL INFORMATION WARFIGHTING DEVELOPMENT CENTER of NAVINFOWARDEVCEN NORFOLK.

Duties

You will identify tactical, doctrinal and capability gaps for the information warfare community and across information related capabilities, and assess innovative materiel and non-materiel solutions. You will plan and lead updates to, or creation of requisite doctrinal and tactical publications to meet Fleet warfighter needs. You will directly update/create publications, leading contracted effort, guiding a Fleet development team, and/or some combination thereof. You will conduct analyses and develop studies in order to identify new or emerging threats, and their impact on doctrinal publications, and implementation of emerging doctrine and tactics in Fleet training programs and readiness assessments. You will conduct research, data collection and analysis of a wide spectrum of problems related to the employment of existing, experimental, or projected IW tactics, equipment, and doctrine. You will develop/support experimentation and exercises that enable development or validation of materiel and non-materiel solutions to Fleet capability shortfalls and support training to the Fleet.

  • You will be required to obtain and maintain an interim and/or final Top Secret SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.
  • Occasional evening/weekend work is required.

Qualifications

To qualify for the PROGRAM ANALYST, GS-0343-12 position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience conducting research, data collection, and analysis to support the development and validation of doctrinal publications, the assessment of warfighting capabilities, and the identification of lessons learned and best practices for the information warfighting mission areas. Experience supporting experimentation and exercises in order to validate doctrinal publications, evaluate developed tactics, and assess the employment of emerging capabilities. Experience providing recommendations on validating lessons learned, and incorporating lessons learned into training and doctrine updates; facilitate warfighter access and submission of lessons learned captured in joint and Navy databases. Experience conducting analyses and studies in order to identify new or emerging threats, warfighting gaps, and innovative approaches to employ capabilities, and determine the impact on doctrinal publications. Experience assessing information, warfighting tasks, and fleet readiness. Experience preparing command's correspondence and conducting briefing reflecting efforts.
