About the Position: Serves as a Human Resource Specialist for the Joint Activities Command at Fort Liberty, North Carolina.
Duties
Maintain the Command's civilian personnel databases, gain/loss reports, on board manning lists, status of hiring actions, and high-level briefing materials.
Analyze recommendations/proposals for improving the effectiveness and efficiency of Civilian Human Resource programs.
Provide human resources management (HRM) assistance on matters concerning acquiring, employing and retaining a talented civilian workforce.
Conduct research and analysis of regulations and laws relating to the area of staffing, compensation, position management and classification.
Develop or contribute to an organizational human capital plan to accomplish long-range goals and objectives for the organization.
Formulate improvement plans and strategies for Human Resource requirements.
Requirements
- Incumbent must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI).
- This is a drug testing designated position and requires the incumbent to complete a drug test examination prior to appointment and periodically thereafter.
- This position is subject to perform temporary duty up to 25%.
- Appointment to this position is subject to a one-year probationary period unless previously completed.

Specialized Experience: One year of specialized experience which includes providing advisory services on civilian human resource functions such as recruitment, classification, position management procedures; providing technical advice and/or recommendations for interpretation of policies and regulations governing federal civilian human resources; and utilization of civilian human resource programs and platforms. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
