Serves as a Property Manager in the Material Management Division of the Logistics Service in a Veteran Affairs Health Care System (VA HCS) and supported catchment area, with responsibility for the inventory and lifecycle management of all non-expendable (NX) equipment in the assigned area(s).
Duties
Lifecycle Management
Conducts short, mid and long-term advanced planning for new and replacement NX assets, utilizing enterprise-wide computerized planning tools.
Utilizes a range of well-established and commonly applied inventory principles, standard and non-standard methodologies, and concepts to determine need to intervene in the supply system in response to fluctuations in rates of usage, cost, availability for established suppliers, alternative sources of supply and other similar conditions.
Participates in VISN and facility strategic planning to support major and minor construction projects, activation of new facilities, and reuse of existing space involving multi-million dollar projects.
Independently determines the best purchasing and payment method to utilize; i.e. purchase card order, contract document, etc. Decisions regarding procurement methods are made in accordance with the Federal Acquisition Regulation (FAR) and the VA Acquisition Regulations (VAAR) for competition and formal advertisement.
Develops and supports the creation of acquisition strategies and standardization initiatives to acquire and purchase high-tech, high-cost medical devices, surgical equipment devices and major classes of materials, displaying familiarity with contracting laws and regulations with industry practices.
Reviews and reports back to Fiscal on listings of delinquent payments and receipts of equipment purchase orders.
Supports other elements of the organization and performs other duties as assigned.
Inventory Management Control
Manages and controls NX assets for a VA HCS and supported catchment area. Recognized as an authority on NX asset management and serves as a subject matter expert to all services and service lines.
Trains and assists delegated Custodial Officials on equipment acquisition, disposal, scanning and tracking of equipment for Ell Custodial Official inventories, providing oversight and project management.
Ensures equipment accountability at each service line is appropriately managed, assigned, and monitored through the monthly 5% inspection program.
Manages and controls all inventory transactions for non-expendable medical equipment requests and transactions.
Initiates Reports of Survey (ROS) for lost, damaged or stolen property. Reviews ROS for accuracy and completeness; solicits additional information from Service Lines or designated officials to clarify or explain circumstances surrounding the report.
Capitalizes all equipment over $1,000,000.00 in the Ell and the Fixed Asset Package (FAP) reports monthly depreciation values to Fiscal Service. Researches existing stock catalogs, manufacturer's catalogs and drawings to identify matching characteristics for proper description.
Supports other elements of the organization and performs other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/31/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS- 07 position you must have served 52 weeks at the GS 05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
For GS-07: Conducts market research on product pricing and performance. Maintains Equipment Inventory List (Ell) accounts. Maintains and controls ROS register. Maintains accountable property documents and files of nonexpendable excess property as it accumulates. Researches causes and location of items not found during inventories; analyzes specific situations and determines specific facts comprising the equipment loss. Ability to use bar code scanning equipment and appropriate tagging equipment to implement property accounting systems. Knowledge of established planning and inventory management systems. Comprehensive understanding of supply principles, lifecycle management, planning, property inventory and accounting methods. Knowledge of a complex variety of Federal Property Management Regulations (FPMR), VA Regulations, Directives, Handbooks, bulletins, policies and other Federal regulations, publications and guidelines
For GS-09: Analyzes data to include projected lifecycle, down time, repair rates, lost workload, cost, depreciation, trade-in value and other factors which impact procurement decisions. Identifies equipment items that offer the greatest potential for standardization. Uses automated property management systems to manage the facility property accountability program, create equipment records, research discrepancies, conduct inventories, bar code equipment and manage turned in excess property. Ability to use bar code scanning equipment and appropriate tagging equipment to implement property accounting systems. Comprehensive knowledge of a wide range of complex, standard, and non-standard inventory management, planning and lifecycle principles, concepts, and methodologies associated with NX systems and processes. Physical Requirements: Involves a mix of working in an office environment to working in a warehouse to assist in processing new equipment receipts and entering into the Ell. A great amount of time walking and climbing stairs is required to conduct on-site inventories of Ell equipment. Lifting of up to 40 pounds is required when receiving new equipment at the facility and preparing for the sale of excess property. Work conditions are often indoors, but could occasionally be dirty, hot, humid or unusually cold when involved in property inventories, disposal of equipment, transferring of equipment between serviced locations and recycling centers.

- GS-07: Have 1 full year of graduate level education OR Superior academic achievement (S.A.A)
S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
- Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
- Grade-point average (G.P.A.) -- Applicants must have a grade-point average of:
- 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
