This position is located in the Department of Homeland Security, Federal Protective Service, Washington, District of Columbia.

Duties

The primary purpose of this position is to ensure that Accountable Property Officers and Property Custodians maintain current records of their responsible properties by conducting physical inventories, overseeing proper barcoding, protection, and maintenance of all FPS' property within the System of Record (SOR), and promptly handling reports of survey for lost, damaged, or destroyed property. Duties performed: Develops, leads, and participates in the execution of difficult and complex analytical work to address inventory management matters that impact programs and operations of inventory management systems. Applies new theories, concepts, and developments and establishes policies and procedures to address program asset management compliance and problems not susceptible to treatment by accepted methods or procedures. Develops and maintains program related policies and guidance and ensures that all are followed and implemented in the proper manner Prepares briefing materials on asset management internal controls, policies, compliance, surveys, audit remediation procedures and reporting requirements. Applies knowledge of accounting and reporting systems, such as the Sunflower Asset Management System, for non-expendable property and performs routine phases (e.g., receipts, issues, transfers, inventories, disposals, etc.) of property management.

Specialized Experience: GS-13: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Collaborating with leadership to recommend asset management strategies for resolving complex issues; Analyzing inventory systems and/or processes to ensure compliance with federal regulations and/or internal control standards; Resolving database performance issues to support effective asset management operations; and Preparing and/or presenting asset management reports, briefing materials or audit findings to present to internal and or external stakeholders. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply. All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification.
