This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position serves as a Test Manager for Product Lead Strategic Spectrum Warfare whose mission is to deliver premier signals intelligence and electronic warfare capabilities to meet current and future Army needs.
Duties
Serves as the Test and Evaluation management specialist with responsibility and authority for the integration of the separate Test and Evaluation related functions.
Participate in developing Product/Project Manager Test and Evaluation policy guidance.
Assist the PMs in the preparation for meetings and workgroups to include working groups and scoring conference.
Acts as PM representative on test sites to ensure tests are executed as planned.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One-year probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level Foundational in the Acquisition Career Field Test and Evaluation within 36 months of entrance on duty.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with sensitive compartmental information or access for the duration of employment.

Specialized Experience is defined as performing all of the following duties: 1) Providing Test and Evaluation (T&E) support to an acquisition program including planning, designing, and/or executing T&E activities or studies; 2) Performing analysis of T&E results and generating recommendations; 3) Briefing audiences on status of projects or issues; and 4) Coordinating T&E activities with T&E community stakeholders.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).
