You will serve as a Project Data Analyst in the Project Office Mobile Detachment of SUPSHIP GULF COAST.
Duties
You will serve as a Project Data Analyst in the Project Office Mobile Detachment of the Supervisor of Shipbuilding, Conversion and Repair (SUPSHIP), Gulf Coast.
You will provide a review and analysis of all technical and non-technical contract data deliverables required by the Project Office.
You will monitor the contractor’s performance pertaining to schedule in all areas of development of engineering and technical contract deliverables, construction, testing schedule, sea trials, and DD 250 delivery.
You will review, monitor, and maintain an up-to-date status of design, construction, and testing relative to the contractor’s Integrated Master Schedules.
You will monitors status of specific changes such as Engineering Change Proposals (ECPS), Non-Engineering Change Proposals (NECPs), Requests for Variation (RFVs), Class I Changes, Class II Changes, etc.
You will review specific Contract Data Requirements List (CDRL) submissions to determine completeness, accuracy, applicability, and timeliness of delivered data.
You will review, analyze, evaluate, control, and report the status of all technical contract data deliverables provided under the DRL throughout the life of the contract.
You will coordinate the review, approval, and disposition of data deliverables.
You will prepare and maintain technical date surveillance results and constantly review the status in order to assure quality data products are delivered to the government in accordance with the contract.
You will notify engineering, project office, and contractor by written correspondence of deficiencies or improvements needed to meet contract requirements.
You will participate in configuration audits and data calls to assure that the shipbuilder and subcontractors are in compliance with the contract specifications and schedules for contract data deliverables.
You will monitor progress and draw management attention in order to assure timely correction of deficiencies by the Contractor, SUPSHIP, and Naval Sea Systems Command (NAVSEA).
You will determine the quality and timeliness of contract deliverables and when required, recommend action to resolve potential or actual problems, including contract modifications.
You will gather facts and evaluate information to determine the contractor's performance during the shipbuilding program in order that final contract settlements and payments can be made.
You will monitor contractor's performance from contract award to contract termination to ensure all contract deliverables are provided as required by contract.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying analytical & evaluative techniques to identify and correct issues related to shipbuilding, maintenance, or contractor performance activities. Examples of qualifying experience may include monitoring the contractor's performance pertaining to schedule in all areas of development of engineering and technical contract deliverables, construction, testing schedule, sea trials; conducting management and program analyst reviews, analyzes, evaluates, controls, and reports the status of all technical contract data deliverables; participating in configuration audits and data calls to assure that the shipbuilder and subcontractors are in compliance with the contract specifications; coordinating data management requirements concerning methods for the evaluation and tracking of required contract data.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- A Ph.D. or equivalent doctoral degree; OR
- Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree; OR
- An LL.M., if related to the position being filled; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
